Alan Rosario of Springfield has been charged with second-degree assault with a firearm, first-degree threatening, first-degree reckless endangerment, illegal discharge of a firearm, and third-degree assault, police said. Connecticut Could Soon Get A 12th Chick-fil-A Connecticut may soon get its 12th Chick-fil-A. Plans have been submitted to the town of Manchester to open a restaurant at The Plaza at Buckland Hills on Pleasant Valley Road over by the Taco Bell. If approved Chic-fil-A, a fried chicken franchise, would construct a new 5,000-square-foot restaurant with parking. On Wednesday, Sept. 23, Hartford Police announced a third arrest in the September 2019 killing of Usher Hanns. Hanns of Hartford was a member of the city's anti-violence program - the Proud Drill Drum and Dance Corps.
