Terrence Johnson, 18, of West Haven, was arrested sometime between Oct. 31 and Nov. 3, and charged with murder, West Haven Police said. The charge against Johnson stems from an Oct. 31 “serious” assault in the area of Washington Avenue and Elm Street in West Haven, police said.
